Global Coalition of the Willing United and Unwavering in Paris Pledge A Blueprint for Liberty for Ukraine and its People
In a powerful display of unity and resolve, the coalition of the Ready gathered in Paris, united in their unwavering determination to ensure freedom for Ukraine, its borders, and its people. The high-stakes summit, attended by 31 countries including NATO allies, EU member states, and non-EU countries, was a resounding success, laying the groundwork for long-term security guarantees and a comprehensive blueprint for enduring support.
The night before the main event, French President Macron hosted Ukrainian President Volodymyr Zelenskyy, underscoring the gravity of the occasion and setting a tone of shared purpose. France affirmed that reinforcing military and financial support for Ukraine was its top priority, a powerful statement that was reflected in the summit’s successful outcomes.
The meeting’s resolution was hailed as a triumph of international cooperation, centered on three key pillars. The most critical outcome was the signing of a landmark Security Assistance Pact, which established a unified military front and streamlined the delivery of aid. Second, the creation of the Ukraine Freedom Fund demonstrated the coalition’s commitment to Ukraine’s financial stability and post-war reconstruction. Finally, the issuance of the Paris Declarationprovided a formal pledge outlining long-term security guarantees, reinforcing the coalition’s dedication to Ukraine’s sovereignty and its eventual integration into Euro-Atlantic security structures.
Prime Minister Keir Starmer
“The end of this war, when it comes, cannot merely become a temporary pause before Putin attacks again. We need to have realistic and credible answers to how any ceasefire will be lasting, just, and enduring.
The group had an unbreakable pledge to Ukraine, with President Trump’s backing, and it was clear they now needed to go even further to apply pressure on Putin to secure a cessation of hostilities.
The UK will play a leading part in that. We need to step up in terms of our collective response in Europe, and by that I mean capability.”
President Emmanuel Macron
“We have come a long way, and today I can say that we are ready. Today, we have a political proposal, a military proposal, and a proposal from 35 leaders to provide Ukraine with security guarantees.
Today, 26 countries have formally committed to send either a contingent to Ukraine or to contribute certain assets to support this coalition to ensure security at sea or in the air. The planning work will be finalized with the United States.”
Federal Chancellor Friedrich Merz
“My expectations were not only met but actually exceeded. These were momentous days for Ukraine and for Europe. What is at stake in Ukraine is nothing less than the peace order of our entire continent.
We will not give up. The outcome of this war will determine whether law and justice continue to apply in Europe and the world—or whether tyranny, military violence, and the naked law of the strongest will prevail.”
President Volodymyr Zelenskyy
“The main security guarantee is a strong Ukrainian army.” This quote underscores his belief that Ukraine’s own military strength is the central pillar of its security, even with robust international backing. We have the same vision that Russia is doing everything possible to drag out the negotiation process and continue the war.” This highlights the collective understanding among the leaders that more pressure is needed to force Russia to the negotiating table in good faith.
The key to ending the war is to deprive ‘the Russian war machine’ of resources.” This points to the need for continued and intensified economic pressure, including sanctions, to weaken Russia’s ability to wage war. We discussed in detail each country’s readiness to make a contribution to ensuring security on land, at sea, in the air and in cyberspace.” This shows the granular and practical nature of the discussions, moving from broad support to concrete, actionable plans.
I have great faith in the Coalition of the Willing… the outcome of which… will be security guarantees for Ukraine. This is very important: a strong Ukrainian army, security guarantees for our people, for our families.” This quote beautifully encapsulates the hope and purpose of the meeting, linking the military support directly to the safety and future of the Ukrainian people.
Prime Minister Giorgia Meloni
“Confusing peace with subjugation would set a dangerous precedent for everyone. We intend to do everything in our possibilities to transform a future of peace and freedom for Ukraine into a reality. Italy will not send troops.
We will continue every possible effort to keep all the international partners engaged, as they are also suffering from the global consequences of this conflict.”
Prime Minister Mark Carney
“The Coalition discussed options to provide security guarantees to Ukraine. … [We] welcomed the openness of the United States to backstop these efforts in order to support long-term peace and security for both Ukraine and Europe.
The Prime Minister affirmed Canada’s steadfast commitment to the Coalition, and its willingness to deploy direct and scalable military assistance in support of upholding a ceasefire and lasting peace.”
President EU Commission Ursula von der Leyen
“Today in Paris we reaffirmed that Ukraine deserves peace through strength. Peace respectful of its independence, sovereignty, territorial integrity, with strong security guarantees. Europe carries its full share of the military assistance to Ukraine. At the same time, we need a surge in defense in Europe.
A just and lasting peace only comes through strength. This is why we strengthen your economy. This is why we will continue training and equipping your troops.”
