Commissioner Royal Gibraltar Police

Richard Ullger joined the Royal Gibraltar Police in June 1988. As a Police Constable, he was operationally deployed to frontline response teams and then had a policing role in the CID, Marine Section and Drug Squad. Promoted to sergeant in 1997, Mr Ullger returned to frontline policing and then the CID, where he was then promoted to the rank of Inspector. He assumed different roles at this rank, but spent most of his time as a DI in the Special Branch and was the Honorary Aid de Camp to His Excellency the Governor of Gibraltar.

Promoted in 2009 to Chief Inspector he did become the lead on Neighbourhood Policing and undertook a number of projects with different ministries in Gibraltar. He then subsequently assumed the role of DCI Crime. In 2013 he was promoted to Superintendent, and assumed the role in all three Divisions, gaining strategic experience. He was promoted to Assistant Commissioner in 2019, ensuring that the organisation achieves its strategic objectives as set out by the 3-year Policing Strategy and 2019/20 Policing Plan. He is one of the RGP’s Strategic Firearms Commanders.  On the 9th of July 2020 Mr Ullger was promoted to Commissioner of Police.

In 2009 Mr Ullger obtained a Master of Science in Police Leadership and Management from the University of Leicester and in 2013 he also graduated with the 252 Session of the FBI’s National Academy. In 2015 he attended the College of Policing Strategic Command Course. Mr Ullger enjoys keeping fit and regularly hikes with his family. He is also a keen traveller.

Royal Gibraltar Police

The Royal Gibraltar Police is led by Commissioner Richard Ullger, Assistant Commissioner Cathal Yeats and the Command Team. Together we all subscribe to the Commissioner’s vision of “Delivering a Safer Gibraltar through Excellence in Policing.”The Royal Gibraltar Police is, along with Her Majesty’s Customs, the principal civilian law enforcement agency in the British overseas territory of Gibraltar. It is the oldest police force in the Commonwealth of Nations outside the United Kingdom. The Royal Gibraltar Police, previously the Gibraltar Police Force, was formed in 1830, only nine months after Sir Robert Peel founded the Metropolitan Police in London. It was Peel who sent one of his officers to Gibraltar to form the Gibraltar Police Force.
