Governor Andrew Murdoch CMG

His Excellency Commander Andrew Murdoch is the Governor to Bermuda. He started the role in January 2025. Andrew was previously Legal Director at the Foreign Commonwealth & Development Office (FCDO). He was Acting Legal Adviser at the FCDO during March and April 2022. Andrew Murdoch joined the Royal Navy in 1990. In 2000 he was called to the Bar, and completed a number of naval legal and operational roles, including at sea and deployed overseas. Andrew served as the International Law Head in the Directorate of Naval Legal Services, before joining the Foreign and Commonwealth Office in 2011. He has undertaken a number of legal roles in the FCO before his appointment as Legal Director in 2016.

Governor to Bermuda

The Governor is the representative of His Majesty King in a British Overseas Territory. The Governor acts as the de facto head of state and is usually responsible for appointing the head of government, and senior political positions in the territory. The Governor is also responsible for liaising with the UK government, and carrying out any ceremonial duties.

The Governor of Bermuda is appointed by His Majesty The King on the advice of the British Prime Minister and holds office during His Majesty’s pleasure.  The Governor is responsible for upholding the Bermuda Constitution.

Under Section 62 of the Bermuda Constitution Order 1968, the Governor’s primary responsibilities in Bermuda include external affairs, defence (including the armed forces), internal security and the police.  The Governor is the Commander-in-Chief of the Royal Bermuda Regiment. 

Governors are expected to observe international obligations and to protect key values, such as the independence of the Judiciary, the political impartiality of the public service and integrity in the administration of justice. The Governor works closely with the elected Government of Bermuda and meets weekly with the Premier.
