From the halls of academia to the frontlines of diplomacy, Eleanor Kiloh’s journey reflects determination, curiosity, and a deeply rooted commitment to forging meaningful connections across continents. Eleanor began her academic path with an MA in Geography at the University of Cambridge — a foundation that sharpened her awareness of global landscapes, human geography, and the interconnection between place, people and policy. In 1999 she joined what was then the Foreign and Commonwealth Office (FCO), ready to turn theory into action. Over the next decades, she served in a range of diplomatic postings across Asia — including in Singapore, China, Thailand and Indonesia — each time immersing herself in different cultures, languages and political realities.
Her path has not been linear or easy; it has required resilience, adaptability and readiness to meet unknown challenges. In 2005, she was deployed as Senior Advisor to the European Union Aceh Monitoring Mission, supporting delicate peace-process efforts in Aceh — a demanding and high-stakes undertaking that speaks to her courage, empathy and commitment to peace. Within the UK government, Eleanor has also been seconded to big-picture teams: the UK Department for International Development, and to the offices of the Prime Minister at 10 Downing Street — roles that demanded sharp policy acumen, discretion and a global mindset. At one point she spent time in Washington, DC — even on secondment to the United States Department of State — working to deepen UK–US collaboration on Asia-policy issues. Between major diplomatic assignments, she has also brought her skills to the private sector, working with McKinsey & Company, where she focused on risk management and government relations — a testament to her versatility and her ability to bridge public and private domains when tackling complex global challenges.
Today, as the senior UK representative in Northern California — covering not only California, but also Washington, Oregon, Idaho, Wyoming, Montana and Alaska — she leads the British Consulate‑General San Francisco in a region defined by innovation, diversity and global influence. In this role, she champions UK–US cooperation across climate, trade, technology, research & development and cultural ties — believing that diplomacy today is not just about politics, but about creating opportunities, forging alliances, and addressing shared global challenges. Eleanor brings not only diplomatic experience and policy expertise — but also personal qualities that define true leadership: resilience in crises (she is a trained trauma-risk management practitioner), cultural empathy, and a readiness to speak up for collaboration, mutual respect and shared prosperity. On a personal level, she is fluent in English and Indonesian, speaks some Mandarin and Thai, and brings a deep appreciation for linguistic and cultural bridges — a reminder that diplomacy is not just about high-level strategy, but about human connection at every level

We provide services to British nationals living in and visiting Northern California, Alaska, Idaho, Montana, Oregon, Washington and Wyoming.
The UK Government Office in Seattle works to promote business, economic and political ties with Washington State. Consular issues, such as emergency travel documents and support for British nationals, are managed by the British Consulate General in San Francisco.
