Mayor Dr. Frank Nopper

Dr. Frank Nopper, a member of the Christian Democratic Union (CDU), has been serving as the Lord Mayor of Stuttgart since February 4, 2021. His unanimous election by the City Council followed the November 29, 2020 elections. Prior to this role, he held the position of Mayor in the major district city of Backnang for an impressive 19 years. As Lord Mayor, Dr. Frank Nopper is at the head of the city administration and is thus responsible for everything that the administration decides, develops and implements. Political priorities of the Lord Mayor

Lord Mayor Dr. Frank Nopper stands for a combination of economy and ecology. Stuttgart is to become climate neutral by 2035. This requires great efforts by administration, business and citizenship. The largest individual contribution on the way to climate neutrality is to be made by the municipal utilities in the coming years.

Dr. Frank Nopper wants to connect, network and reconcile the different forms of mobility. It stands for a holistic traffic concept that includes all means of transport – public transport, the bicycle, the pedestrian and the automobile, in particular the environmentally friendly and transformed automobile of the future.

According to the Lord Mayor’s firm conviction, safety and cleanliness are fundamental prerequisites for a good coexistence in our city. He considers regulatory and preventive measures equally important in the security partnership with the country.

Our city should remain a pioneer in technical innovations. The Lord Mayor wants Stuttgart to take a more decisive lead in digitization. Stuttgart is to become the smart city of Germany. This also includes the digitization of the city administration, for which a separate office for digitization was founded in 2022.

From Dr. Frank Nopper, Stuttgart urgently needs more apartments – especially inexpensive apartments. Housing construction is to be promoted with the help of a broad alliance for housing, in which the Stuttgart Housing and Urban Development Society (SWSG), building cooperatives and private property developers are involved. In addition to the important densification, he wants to quickly develop and build new residential quarters: the Rosenstein quarter in the new heart of the city, the Neckar City, the Neckar Park, the Stöckach area and the Eiermann campus. Development on the “green meadow” is only possible for him in absolutely exceptional cases – and then only with an accompanying intensive citizen participation.

Lord Mayor Nopper wants children and young families to feel comfortable in Stuttgart and not to emigrate to the surrounding area. Stuttgart is said to be one of the most child- and family-friendly large cities in the Republic. The contact point for the concerns of children and families is the municipal children’s office.

Dr. Frank Nopper stands for a strong honorary position: volunteers deserve recognition and they need the direct line to the city administration. Vital and independent city districts are important to the Lord Mayor. In his opinion, the district advisory councils should have the last word for questions with purely district reference. Lord Mayor Dr. Frank Nopper assumes that Stuttgart 21 will be completed in December 2025 without further cost increases.
