On the 20th of May 2026, London once again assumed its place at the very centre of history. At the invitation of Prime Minister Sir Keir Starmer, the leaders of the Coalition of the Willing will gather in the British capital for a summit of profound consequence — a meeting that will reaffirmed, with clarity and with conviction, that Europe’s commitment to the sovereignty, independence, and security of Ukraine remains absolute, unwavering, and beyond question.
Marking four years since the start of Russia’s full-scale invasion of Ukraine, the leaders of the Coalition of the Willing will meet to express their solidarity with President Zelenskyy and the people of Ukraine. The leaders will offer their full and sustained support as Ukraine fights for its sovereignty and territorial integrity, and to defend Europe’s freedom.
Sir Keir Starmer, Prime Minister of the United Kingdom, has been one of the most steadfast and energetic architects of the Coalition of the Willing since its founding. From the moment he stood before the world at the London Summit on Ukraine in March 2025 and declared this a “once in a generation moment for the security of Europe,” he has led with the kind of moral clarity and diplomatic tenacity that the gravity of this moment demands. Under his co-leadership alongside French President Emmanuel Macron, the Coalition has grown into one of the most significant multilateral security initiatives in the post-war history of the continent — a living, breathing demonstration that democratic nations, when united by shared values and shared purpose, are a force of extraordinary strength and endurance.
The United Kingdom’s role in this alliance has been central and indispensable. Led jointly by France and the United Kingdom, the Coalition of the Willing has brought together more than 33 delegations — including those of Ukraine, NATO, and the European Union — meeting regularly in London, Paris, and virtually, with a shared and resolute aim: to define how Europe can most effectively support Ukraine and restore the continent’s essential role in the pursuit of a just and lasting peace. Britain has backed that commitment not merely with words, but with action — with financial support, with military assistance, with diplomatic leadership, and with the irreplaceable weight of a nation that understands, from the deepest roots of its history, what is at stake when the sovereignty of a free people is threatened by the ambitions of an aggressor.
The Coalition of the Willing is an alliance of 34 nations, plus Ukraine, that have pledged strengthened support for Ukraine against Russian aggression — going significantly further than the support delivered through the Ukraine Defence Contact Group by pledging readiness to contribute to a peacekeeping force deployed on Ukrainian territory, to be activated the moment Ukraine and Russia sign a comprehensive ceasefire agreement or peace deal. The Coalition has confirmed with complete clarity that ensuring the sovereignty and lasting security of Ukraine shall be an integral part of any peace agreement, and that any settlement must be backed by robust, binding security guarantees — commitments that will be activated the moment a ceasefire enters into force.
In January 2026, the United Kingdom and France signed a Declaration of Intent with Ukraine to deploy military forces on the ground in the event of a peace deal — with those forces conducting deterrence operations across all domains of land, sea, and air, and providing training, planning, and the sustained regeneration of Ukraine’s armed forces and capabilities. The Coalition’s mandate to support a comprehensive ceasefire and post-war stabilisation in Ukraine encompasses military logistics, training, force generation, naval mine-clearing, and air policing — a framework of support as comprehensive and as resolute as the threat it is designed to meet and overcome.
Today, in London, that framework advances. That commitment deepens. And at its heart stands the United Kingdom — and its Prime Minister, Sir Keir Starmer — a nation and a leader who have chosen, without hesitation, to stand on the right side of history, and to carry the full weight of that responsibility with honour, with courage, and with an unshakeable belief in the enduring power of freedom, democracy, and the rule of law.
