His Excellency James Roscoe MVO

Born in 1976, James Roscoe’s path to diplomacy has been shaped by dedication, discretion and an unyielding belief in public service. Rising through the ranks of the Foreign, Commonwealth & Development Office, he has devoted his career to bridging nations — whether in conflict-torn regions or the highest-level halls of international diplomacy.

From early postings in challenging environments such as Iraq and Sierra Leone — working on issues of security, sanctions, and global stability — Roscoe honed a steady resolve, sharpened by real-world adversity. These experiences laid the groundwork for a career grounded in empathy, strategic thinking, and a deep understanding of global fragility and human aspiration.

His talents soon earned him roles at the heart of British governance: from serving as Chief Press Officer at 10 Downing Street under two prime ministers, to becoming Communications Secretary to Her Majesty the late Queen. In these capacities, he combined tradition with modern communication, ensuring that institutions of heritage remained relevant in fast-changing times — a testament to his adaptability, discretion, and respect for duty.

In 2019, Roscoe became the UK’s Ambassador to the United Nations General Assembly, a role that placed him at the heart of global dialogue on the biggest challenges of our time — security, cooperation, and the building of shared understanding among nations. He navigated complex international issues with clarity, integrity and a calm presence, earning respect on the world stage.

In July 2022, Roscoe took up the post of Deputy Head of Mission at the British Embassy, Washington, D.C., immersing himself in one of his country’s most critical bilateral relationships. Then, in September 2025, at a pivotal moment of transition, he was appointed interim Chargé d’Affaires to the United States — the de facto head of the mission, entrusted with representing His Majesty The King and the government of the United Kingdom in Washington.

Today, as Chargé d’Affaires, Roscoe stands as a symbol of steadiness and trust during change. He oversees critical diplomatic, political, trade, cultural, and consular work between the UK and the United States — guiding his team with calm confidence, capable leadership and a clear vision for cooperation.

Throughout his career, James has demonstrated the values of integrity, resilience, and quiet influence. He reminds us that diplomacy is not just about negotiations — but about building bridges, safeguarding values, and creating opportunities for dialogue and solidarity between peoples. His journey is a powerful testament to what dedicated service can achieve: turning ambition into trust, challenges into partnerships, and shared values into lasting bonds.
