The awarded rating was based on physical space satisfaction (layout, public areas), information provided (labels, web site), staff friendliness, electronic resource availability (touch screens, QR-codes, information desks) and accessibility.
The ratings were determined by a survey conducted in St. Petersburg over the course of two months. Over 1,000 people aged 16-66 were polled.
